Rules and Sanctions

 

The Board of LSCU appoints the Discipline Committee.

 

 

Composition, Jurisdiction, and Process

 

  1. The Chairperson shall be appointed every two years by the Board of LSCU.

 

  1. The Chairperson shall submit for approval of the board of LSCU, a list of potential persons to the committee.

 

  1. From time to time, the committee will review the Discipline Rules and submit all changes to the board of LSCU for approval.

 

  1. Discipline committee is comprised of a minimum of 3 delegates (ensuring 1 representative from the Angola SC), and follow the general protocol established within the By-Laws of the LSCU.

 

  1. Hearings will be impartial and non-bias. Decisions will be made within one week post-hearing and communicated to the offending member. Members will continue to have full rights until decision is communicated.

 

  1. All persons involved in the LSCU, especially team coaches and captains, have the duty to report incidents, provide a complaint in writing, indicate witnesses, and all supporting evidence related to incidents.

 

  1. The discipline committee (DC) will then set up a discipline hearing and send a notice to the person(s) involved (one week notice), with a date, time, place for such hearing.

 

  1. The DC will read out and hear out all the accusations in the presence of the accused.

 

  1. The DC will read out and hear out all the defendant’s evidence and witness of the incident.

 

  1. The DC will then meet in private and discuss the evidence. It will make a decision based on the following rules and regulations, and by order of priority:

 

    1. By-Laws of Lusitania
    2. By-Laws of LSCU
    3. Rules and Regulations of OSA, EODSA, OCSL
    4. Rules of the CDCJ Unidos
    5. Rules of the Angola Group

 

  1. Sanctions will be applied according to the Table of Discipline Sanctions. If a particular case is not in the Table of Discipline Sanctions, the committee will look at the EODSA and OCSL Discipline Rules and apply the same, in addition to possible discipline from the OCSL.

 

  1. If a member, properly invited (one week notice) to a discipline hearing does not show up to the hearing, he or she will be suspended from all activities, till he or she requests a new hearing in writing. A new hearing will then be set.

In all types of red cards, players must go to the OCSL and pay their fine and bring a receipt as proof of payment before being allowed to play again.

Any other sort of violence not noted by referee, but noted by coach, captain, or volunteers of LSCU, or any other person. (Verbal Violence)

One game suspension sanctioned by LSCU

From 20$ to 100$

Any other sort of violence not noted by referee, but noted by coach, captain, or volunteers of LSCU, or any other person. (Physical Violence)

Two game suspension sanctioned by LSCU, apology in writing to the person offended

From 100$ to 500$

Any other deviant behaviour will be evaluated accordingly. Destruction of property, dignity, privacy etc.

Replacement of original cost, public apologies, and written apology. May be suspended for a period of time, or indefinite, depending on severity.

20$ to 200$ in addition to cost of replacement.

Members and Volunteers:

Assault must be sanctioned with a minimum of two week suspension. Apologies are required before resuming activities.

From 20$ for verbal offense to 500$ for physical violence.
